The span is also an emergency route. Vehicles and pedestrians can use it if a disaster damages the state Route 410 bridge, a news release said.
"The State has alleged a conceivable case that Defendants breached their contract by inadequately performing their duties and by failing to notice damage to the Washington Bridge," he wrote.
