IMPERIAL—The Mid-Winter Fair and Fiesta announced Wednesday its decision to cancel the Special Citizens Day at the Fair tomorrow.

The man, identified by Phoenix police as 45-year-old Christopher Alan Phillips, was shot and killed by police after they reported he raised a gun and aimed it at two officers who were pursuing him.
