The suspect, 48-year-old Frank Dean Hurtado, was arrested Feb. 20 at the trailer where he lives on the 200 block of Lincoln Road in Vallejo. He was briefly held in Solano County Jail, and is next due in court March 7 to face a probation violation charge that stemmed from a 2024 arrest, but has been released from jail, records show.
