I am a Delray Beach resident and constantly see dogs on the beach near the Seagate Beach Club and being walked up and down our beaches. Why is this Not Enforsed????

When I was there, Tuesday-Saturday, parking was available in the lot by the Nature Center and along the street, though all the street parking I saw was metered.
